The federal government has finally detailed its long-touted plan to ease congestion in Australia's biggest cities. It involves a smaller annual permanent migration cap and several incentives designed to attract to and keep skilled migrants and international students in regional areas. Some planning experts say the policies may not have the overall impact the government hopes. The federal government has finally detailed how it plans to reduce congestion in Australia's biggest cities. Among the changes is a reduction of Australia's permanent migration cap, which will come down from a target of 190,000 places per year to 160,000 places per year for the next four years.
