Why Pacha Khan’s tomb hasn’t been contrasted?

Pashtun independence activist and founder of Khudai Khidmatgar (Servants of God) was born in 1980 and has spent most of his life fighting for his peoples rights. He has been very successful which has triggered a harsh crackdown by British Empire against him and his supporters and they have suffered repression. Pacha Khan has died in 1988 and based on his wish he was buried in Jalalabad city of Afghanistan. Dr. Najibullah the Afghan president has promised to build a tomb for his love to Afghanistan and his people. But with the passing of 30 years, his tomb is still not constructed and left half constructed.
