Concerns over same-sex marriage plebiscite and its likely delay

Former High Court judge Michael Kirby has expressed concerns over a same-sex marriage plebiscite - an election promise which the government is set to delay until 2017. Mr Kirby has questioned the constitutional basis for a public vote, saying it should be a matter for parliament.
