The World Meteorological Organisation report says that while some freak weather events could be due to natural causes, greenhouse gas emissions had greatly increased the risk of extreme weather.

It also revealed that in 2015 the amount of carbon dioxide soared to 400 parts per million in the atmosphere.

The announcement comes as negotiators work on implementing the Paris Agreement on global warming.
