ਇੱਕ ਚਿੰਤਤ ਭਾਰਤੀ ਮਾਂ ਸੁਆਲ ਪੁੱਛ ਰਹੀ ਹੈ ਕਿ ਕਿ ਮਾਨਸਿਕ ਤੌਰ 'ਤੇ ਪ੍ਰੇਸ਼ਾਨ ਵਿਅਕਤੀ ਵੱਲੋਂ ਕੀਤੇ ਹਮਲੇ ਵਿੱਚ ਕੌਣ ਜ਼ਿੰਮੇਵਾਰ ਹੁੰਦਾ ਹੈ - ਉਹ ਵਿਅਕਤੀ ਜਾਂ ਉਸਨੂੰ ਸਾਂਭ-ਸੰਭਾਲ ਕਰਨ ਵਾਲੀ ਕੰਪਨੀ ਅਤੇ ਕੀ ਇਸ ਸਬੰਧੀ ਕਾਨੂੰਨ ਦੀ ਮੱਦਤ ਲੈਣੀ ਚਾਹੀਦੀ ਹੈ?
ਮੈਲਬੌਰਨ 'ਚ ਇੱਕ ਭਾਰਤੀ-ਮੂਲ ਦੀ ਮਾਂ ਵੱਲੋਂ ਸ਼ਿਕਾਇਤ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਇੱਕ ਮਾਨਸਿਕ ਤੌਰ 'ਤੇ ਪ੍ਰੇਸ਼ਾਨ ਵਿਅਕਤੀ ਵਲੋਂ ਉਸਦੇ ਚਾਰ ਸਾਲਾਂ ਦੇ ਬੱਚੇ ਉੱਤੇ ਅਚਾਨਕ ਹਮਲਾ ਕਰ ਦਿੱਤਾ ਗਿਆ|
ਪਰਿਵਾਰ ਨੇ ਇਸ ਘਟਨਾ ਪਿੱਛੋਂ ਪੁਲਿਸ ਨੂੰ ਦਰਖ਼ਾਸਤ ਦਿੰਦਿਆਂ ਇਸ ਘਟਨਾ ਪਿੱਛੇ ਜਿੰਮੇਵਾਰ ਲੋਕਾਂ ਖ਼ਿਲਾਫ਼ ਕਾਰਵਾਈ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ|
ਬੱਚੇ ਦੀ ਮਾਂ ਹਰਪ੍ਰੀਤ ਕੌਰ ਨੇ ਇਸ ਸਬੰਧੀ ਐਸ ਬੀ ਐਸ ਪੰਜਾਬੀ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਉਹ ਤੇ ਉਸ ਦਾ ਬੇਟਾ ਸ਼ਾਪਿੰਗ ਸੈਂਟਰ 'ਚ ਗਏ ਸੀ ਤਾਂ ਇੱਕ ਮਾਨਸਿਕ ਤੌਰ 'ਤੇ ਪ੍ਰੇਸ਼ਾਨ ਵਿਅਕਤੀ ਵਲੋਂ ਉਸ ਦੇ ਬੇਟੇ ਦੇ ਜ਼ੋਰ ਨਾਲ ਲੱਤ ਮਾਰ ਦਿੱਤੀ ਗਈ|
ਹਰਪ੍ਰੀਤ ਨੇ ਦੱਸਿਆ ਕਿ ਉਹ ਸਮਾਂ ਉਸ ਲਈ ਬਹੁਤ ਹੀ ਹੈਰਾਨੀ ਭਰਿਆ ਸੀ ਕਿ ਕਿਸ ਤਰ੍ਹਾਂ ਕੋਈ ਆਦਮੀ ਬਿਨਾਂ ਕਿਸੇ ਵਜ੍ਹਾ ਦੇ ਛੋਟੇ ਬੱਚੇ 'ਤੇ ਇਸ ਤਰ੍ਹਾਂ ਹਮਲਾ ਕਰ ਸਕਦਾ ਹੈ|
ਬੱਚੇ 'ਤੇ ਹਮਲਾ ਕਰਨ ਵਾਲੇ ਵਿਅਕਤੀ ਦੇ ਨਾਲ਼ ਉਸਦੀ ਦੇਖਭਾਲ ਕਰਨ ਵਾਲਾ ਵੀ ਸੀ ਜਿਸਨੇ ਹਰਪ੍ਰੀਤ ਤੋਂ ਮਾਫ਼ੀ ਵੀ ਮੰਗੀ|
ਹਰਪ੍ਰੀਤ ਨੇ ਆਖਿਆ ਕਿ ਘਟਨਾ ਤੋਂ ਬਾਅਦ ਉਹ ਆਪਣੇ ਬੇਟੇ ਨੂੰ ਡਾਕਟਰ ਕੋਲ ਵੀ ਲੈਕੇ ਗਈ | ਭਾਵੇਂ ਕਿ ਉਸ ਦੇ ਪੁੱਤਰ ਦੇ ਕੋਈ ਭਾਰੀ ਸੱਟ ਨਹੀਂ ਲੱਗੀ ਪਰ ਉਸ ਦਾ ਬੱਚਾ ਇਸ ਘਟਨਾ ਪਿੱਛੋਂ ਕਾਫ਼ੀ ਘਬਰਾ ਗਿਆ ਹੈ ਜਿਸਦੇ ਚਲਦਿਆਂ ਉਸਦੀ ਕੌਂਸਲਿੰਗ ਚੱਲ ਰਹੀ ਹੈ|
ਇਸ ਸਬੰਧੀ ਹਰਪ੍ਰੀਤ ਨੇ ਪੁਲਿਸ ਕੋਲ ਵੀ ਸ਼ਿਕਾਇਤ ਦਰਜ ਕਰਵਾਈ ਹੈ ਪਰ ਉਸ ਦਾ ਕਹਿਣਾ ਕਿ ਪੁਲਿਸ ਦਾ ਰਵੱਈਆ ਬਹੁਤਾ ਵਧੀਆ ਨਹੀਂ ਹੈ ਅਤੇ ਨਾ ਹੀ ਉਹ ਮਦਦ ਕਰ ਰਹੇ ਹਨ|
ਹਰਪ੍ਰੀਤ ਨੇ ਆਖਿਆ ਹੈ ਕਿ ਇਸ ਸਿਲਸਿਲੇ ਵਿੱਚ ਉਸ ਵਿਅਕਤੀ ਦੀ ਸਾਂਭ-ਸੰਭਾਲ ਕਰਨ ਵਾਲੀ ਕੰਪਨੀ ਨੂੰ ਇਸ ਘਟਨਾ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਲੈਣੀ ਚਾਹੀਦੀ ਹੈ ਅਤੇ ਉਸ ਵਿਅਕਤੀ ਨੂੰ ਆਮ ਲੋਕਾਂ ਵਿੱਚ ਲਿਆਉਣ ਤੋਂ ਗੁਰੇਜ਼ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ|

What would you do if a mentally disabled person hit your child? For many, the answer would be to simply move on, unless the experience caused serious injury.
Indian migrant Harpreet Kaur and her family have been living in Melbourne’s north for the last nearly ten years.
Mrs Kaur tells SBS Punjabi she is extremely sad, concerned and traumatised after her four-year-old son was hit by an person with an intellectual disability at a busy Epping shopping centre on November 25.
“I am extremely distressed after watching my little boy being brutally kicked around his groin area by a person who appeared to be intellectually disabled,” she says.
“It was a sudden attack that left me and my son in shock. I didn’t know what was happening until a person came to our help and the security was also called."
Mrs Kaur says a carer who accompanied the alleged attacker was apologetic for the event.
“He was very sorry, but that leaves me nowhere. As a mother, I had to watch my son who was constantly crying in pain. Luckily, he escaped serious injuries, but things could have been worse... He [the alleged attacker] was very violent. Even my son remembers him as a heavy-built man with a 'big tummy'.”
Mrs Kaur took her son to be examined by a doctor, and was told no serious physical injury had occurred, but maintains that her son's trauma is more mental than physical.
“I and my husband have taken time off work to look after him," she says. "He looks afraid, anxious and traumatised. The GP has advised counselling to help him get out of the mental trauma.”
“I couldn’t sleep for the last two days. People would suggest to move-on, but what if it was your child?”
Mrs Kaur says she has lodged a complaint with Epping Police station, but is frustrated by what she perceives as a lack of co-operation from the authorities, as she says they have not provided her with CCTV footage or names of the people involved.
“I am told that the person who assaulted my son was already under review. Now the question is who allowed this violent man roam freely in the community,” she asks.
Mrs Kaur says she plans to take legal action against the shopping centre and the health service company that acts as a carer for the disabled individual.
“I wonder what legal standings I've if the offender is mentally challenged,” says Mrs Kaur. “I am in touch with my lawyer who told me that we have got a strong case but at the same time it is painful to find that the people who are responsible may get away with this.”
