The federal opposition says it is encouraged by the federal government's intention to deal more comprehensively with religious protections in a separate bill, outside of the same sex marriage bill.
Immigration Minister Peter Dutton has rejected calls to extend religious freedoms in the same-sex marriage bill to businesses, which would allow them to refuse goods and services to same-sex couples.
He says a debate on the issue should be dealt with in the new year.
Speaking to the ABC, Labor legal affairs spokesman Mark Dreyfus says it is the right call.
Attorney-General George Brandis says he believes the same-sex marriage bill will pass the lower house before December 7, the last scheduled sitting day for the year.
