The Turnbull Government is divided over calls from some of its MPs to overturn anti-discrimination laws if same-sex marriage is legalised.
Liberal senator James Paterson has released a bill that would permit same-sex marriage but allow a wide range of service providers to discriminate against gay couples planning a wedding.
Mr Patterson says businesses should not have to provide services to a same sex couple if they are opposed to same sex marriage.
But the education Minister Simon Birmingham says anti-discrimination laws should not be changed.
Labor senator Penny Wong has described the bill as a blocking and delaying tactic by coalition MPs.
