A new proposal from state governments would see every three year old child gain access to 15 hours per week of early childhood education.

A review commissioned by the states and territories calls for a greater emphasis on education.

New South Wales minister for early childhood Sarah Mitchell says the proposal would particularly benefit children from disadvantaged backgrounds.
