The federal opposition leader says Labor has identified one-billion-dollars in proposed Budget measures that it won't support.

They include access to superannuation for housing, the removal of the budget repair levy, cuts to university funding and a lower repayment threshold for Commonwealth higher-education loans.

In his reply speech to parliament, Bill Shorten said the 2017 Budget is riddled with missed revenue opportunities.

Labor says it'll support the government's planned changes to the Family Court, and the new bank levy.

Bill Shorten says Labor fully funded the National Disability Insurance Scheme (NDIS), but is prepared to back a higher Medicare levy for people who earn above 87-thousand-dollars a year.

The government says it needs the higher levy to fund the N-D-I-S.
