Federal Energy Minister Josh Frydenberg says he is hoping the states and territories agree to further design work for the Turnbull government's energy plan.

Energy ministers are meeting today in Hobart to discuss the federal government's national energy guarantee policy which would impose new reliability and emissions reduction guarantees on energy retailers and large energy users from 2020.

Labor states appear likely to call for further investigation of the policy and comparison with alternatives like an emissions intensity trade scheme for the electricity sector.

Mr Frydenberg says the government's plan is the best option.
