The charity World Vision has warned any further cuts to foreign aid in the Budget are reckless and could see more refugees making the journey to Australia.

Over 11-billion-dollars has been cut from foreign aid since the coalition came to power in 2013.

The prime minister's pledge of 321-million-dollars for the federal police and reports of increased funding for Australia's intelligence agencies has sparked fears that money could come from foreign aid.

World Vision Australia head Tim Costello has called on Prime Minister Malcolm Turnbull to spare the aid budget, and be what he called a 'compassionate conservative'.
