Amid speculation over his own leadership, brought on by his key energy policy, Prime Minister Malcolm Turnbull has announced a series of changes to the proposed National Energy Guarantee.

Climate sceptics in parliament, led by former prime minister Tony Abbott, had threatened to vote against the policy if it included any reference to a 26 per cent emissions target set out in the Paris climate agreement.

The Nationals and some Liberal backbenchers have welcomed the new policy, but the Opposition says it has been made to please hardline opposition within the Coalition.
