Is Australia shifting away from permanent settlement and towards temporary visa arrangements that marginalise recent migrants and render them vulnerable to exploitation and abuse? Since the 1980s, the ethos of citizenship-based multiculturalism has sought to foster an inclusive and cohesive society based on equal rights and responsibilities. Is that national understanding now under question in an increasingly globalised and mobile world? If so, what type of nation will Australia become?
