Taxis will be able to set their own fares under Victoria's new deregulated ride service model.

The Andrews Labor government is introducing legislation on Wednesday that requires all service providers to provide passengers with a fixed fare or an estimate before the trip begins.

There will be penalties for both the driver and network if they breach these requirements and repeat offenders face losing their accreditation.
