Siutsou will wear the yet to be revealed colours of the African squad after spending the past four seasons in the service of Team Sky.
The Belorussian hard-man has ridden14 grand tours to date, including a ninth place overall at the 2011 Giro d’ Italia.
"I’m really happy to join Team Dimension Data in 2016. Having raced with some of the riders in the past, I’m sure we’ll gel well together," Siutsou said.
"I’m also looking forward to share my experience with the African talents on board and to make an impact for the Qhubeka charity. It’s a great opportunity to race for a bigger cause and I’m glad to take it on."
Siutsou joins Mark Cavendish, Bernie Eisel and Australian trio Mark Renshaw, Nathan Haas and Cameron Meyer as recent signings, in what is shaping up as a pro cycling powerhouse.
