Both UEFA and the Premier League previously investigated City after German magazine Der Spiegel alleged they had breached rules relating to Financial Fair Play.
Despite City denying any wrongdoing, The New York Times report that said investigation suggests a ban of at least one season as the appropriate punishment for the newly-crowned league champions.
"The investigatory panel's leader, the former prime minister of Belgium Yves Leterme, will have the final say on the submission to a separate adjudicatory chamber, which could be filed as soon as this week. The body is expected to seek at least a one-season ban," the Times said.
While it remains unclear as to when such a ban would come into effect, City would maintain the right to appeal to the Court of Arbitration for Sport.
City were fined €60 million (A$97 million) by UEFA in 2014, in addition squad, wage and spending caps, for a previous breach of FFP rules.
