Mirabelli accused the legendary defender of failing to deliver on his promise to return Milan to the top of Italian football.
He claimed the former Italy captain obviously would not succeed in the job since he's not properly qualified for it.
"Maldini has been with Milan for two years," Mirabelli said to Tuttomercatoweb. "He said he would bring Milan back to its former glory in two years and this has not happened.
"Maldini is paying for not having done anything since he stopped playing football.
"He is not of the trade, but that's not a criticism, simply a fact.
"Remember that being a great champion is not enough, because to be a manager you need to know the players and the dynamics of this job. Even then you can go wrong.
"But Maldini should be asked: ‘What did you do to become a manager?’
"It’s as if a doctor got the job having only done the first grade. These are the facts; some may not say them out of awe for a great champion.
"Without having been through an internship as a manager, it's as if Maldini found himself being a doctor in one of the most important hospitals in the world without having attended elementary school.
"Obviously that’s not possible."
Maldini responded on Thursday (AEDT) via ANSA, saying: "I consider any negative comment from Mirabelli to be a great compliment.
"Hearing him speak, if I were him, I’d avoid talking about any level of schooling or education."
