Australia insists it's working to find solutions for hundreds of men who will be left in limbo when the Manus Island offshore detention centre closes today (31/10).

Hundreds of refugees and asylum seekers are refusing to leave the camp as food, water and power are cut off in the camp.

Detainees fear they won't be safe at three other facilities they are meant to relocate to in and around the island's main town of Lorengau.

Papua New Guinea Immigration Minister Petrus Thomas says Australia is responsible for people found not to be refugees, as well as refugees who are refusing to settle on Manus Island.

Australian Greens senator Nick McKim has condemned the federal government's role in the closure.
