Labor says the federal government has used a "sneaky" move to stop the Senate blocking cuts to pathology and diagnostic imaging from July 1.

Federal government cuts to pathology and diagnostic imaging will come into effect on July 1.

Labor says the government has used a "sneaky" move to make the changes after parliament rises, denying the Senate the opportunity to overturn the cuts before they come into effect the day before the expected July 2 election.

The bulk-billing incentive payment changes will save the budget $650 million, but both industries claim patients will be charged co-payments for tests as a result.
