A recent report by the Victoria Commission for Human Rights and Equal Opportunity revealed an alarming rise in racial discrimination in the state. The debate over what has become known as "African gangs" has led to a 34 percent rise over the past year, the report said.


 The report blamed unfair media coverage of the problems of African youth and turned the issue into a political ball tossed by politicians to win public support.
