Russia's envoy to the United Nations says military operations in eastern Aleppo have ceased and that a deal has been reached for rebel fighters to leave the Syrian city of Aleppo. A Syrian military official says rebels fighters will begin evacuating at 0500 local time on Wednesday (1400 aedt) It's unclear if the deal applies to up to 50 thousand thousand civilians as well. The UN says it has reports of over 80 civilians being killed by Syrian government forces and their allies in what it calls a complete meltdown of humanity. It claims people are being shot in their homes and in the street trying to flee in the last remaining rebel-held neighbourhoods in the city. Addressing the UN Security Council, UN Secretary General, Ban Ki-moon says the world has again collectively failed the people of Syria.
