Home Affairs Minister Peter Dutton says the death of a South Sudanese teenager in Melbourne is indicative of a "major law and order problem" in Victoria.


Mr Dutton has told Fairfax Media the death of 19-year-old Laa Chol in a city apartment  was a "tragic and needless" loss of life.

But the Home Affairs minister says more people are going to be hurt until the Victorian Government enforces what he calls "the rule of law".

He says there is not a problem with what he's calling Sudanese gangs in New South Wales or Queensland.
