The Australian Council of Social Service's (ACOSS) says the private health insurance rebate should be scrapped and negative gearing incentives reined in. The peak social welfare body's intervention in the tax debate comes as Labor proposes to restrict negative gearing to new properties and the government keeps its options for reform open. In its pre-budget submission released Tuesday ACOSS has called for negative gearing deductions to be limited for investors in property and shares, and the money used to build affordable houses through a new tax incentive. ACOSS' Chief Executive Doctor Cassandra Goldie has told the A-B-C the 30 per cent private health insurance rebate should also be abolished
