Prime Minister Malcolm Turnbull is defending not setting up the banking Royal Commission sooner.

Evidence heard in the Royal Commission of malpractice and illegal behaviour by major banks and similar institutions is putting political pressure on the federal government.

The opposition had long called for a Royal Commission before the government set it up late last year.

But, speaking from Berlin, Mr Turnbull says he called out bad behaviour by big banks as far back as April of 2016.

He says delaying setting up a Royal Commission is making for a better result for consumers.
