The latest Newspoll shows dissatisfaction for Mr Shorten has risen one point to 57 per cent, while approval for Mr Turnbull has risen by the same amount to 42 per cent.
It also shows the Coalition has gained a point to secure 39 per cent of the primary vote, compared to Labor's 36 per cent.
It comes as the federal government is playing down defeats to Labor at the so-called "Super Saturday" by-elections.
Labor leader Bill Shorten is claiming the by-election results as an endorsement of party policy.
But the prime minister says the real test of public opinion will be at next year's federal election.
