Controversy continues to surround the federal government, despite new ministers being sworn yesterday.

Prime Minister Malcolm Turnbull has been forced to defend again keeping his predecessor, Tony Abbott, on the backbench.

Mr Turnbull says ministerial and cabinet reshuffles are an opportunity to promote new and emerging talent, rather than the likes of Mr Abbott.

He's told Macquarie Radio the focus has to be on his ministerial team as a whole, rather than any one individual.
