A royal commission has found the Murray-Darling Basin Authority acted illegally by completely ignoring climate change projections.
In the royal commission's report, it says water allocations must be completely overhauled throughout the river system.
It says allocations were driven by factors other than the health of the river system, and it recommends future decisions on water levels are made by scientists.
The report makes 44 recommendations aimed at improving the effectiveness of the Murray-Darling Basin plan.
Federal Water minister David Littleproud says the federal government will work with the relevant state and territory governments on the matter.
