Two people dead in Queensland floods and police launch an investigation

An investigation has been launched into the conduct of police in the lead-up to the deaths of two men in floodwaters in Townsville.

A 23 and 21-year-old were found about noon yesterday in a large open stormwater drain. 

The Ethical Standards Command will now investigate the police, who had been searching for the men after an attempted break-in at a nearby Dan Murphy's liquor store at 3am on Monday. 

Meanwhile, planning for Townsville's recovery is well underway, despite concerns about more flash flooding. 

Residents have been told not to try to return to their homes until authorities tell them it's safe to do so. 

The Bureau of Meteorology's acting manager for Queensland, Richard Wardle, says the weather will soon improve, but the flooding threat will remain for some days yet.
