US Secretary of State Rex Tillerson has met with President Vladimir Putin and Foreign Minister Sergei Lavrov in Moscow. Tillerson says relations with Russia are at a low point and must improve. Meanwhile, Russia has again cast a veto at the UN Security Council to shield Syrian President Bashar al-Assad from a Western bid to condemn the gas attack in Syria and push the Syrian government to co-operate with investigators.
