China is home to the world's biggest electric-car market. In a push to clear smog from the country's skies, the government has invested millions of dollars into the industry. And it has released a draft regulation that forces all automakers to make 8 per cent of their fleets chargeable cars. But critics say the race to lead the world in the new energy vehicles may not be as environmentally friendly as it seems.
