A referendum to change Romania's constitution to restrict marriage to between a man and a woman has failed to reach the required 30-percent turnout.

Low turnout voided a referendum in Romania Sunday on restricting the definition of marriage to exclude same-sex unions, election officials said.

Just 20.41 percent of registered voters had cast their ballot by the time polls closed at 1800 GMT on the second day of the referendum - well below the 30-percent threshold needed for the result to be valid.

Final results are expected Monday.
