Australia: Ten year old behind bars

Children as young as ten can be arrested in Australia and end up in prison. The majority of these imprisoned children come from indigenous families. More than 30 countries recently criticised this fact at a UN human rights meeting, but in Australia itself there is largely no outcry. Why?
