Donald Trump's decision to suspend all USAID funding for 90 days has plunged the aid sector into chaos. As the US government reviews which programs it deems appropriate, it is clear that one area does not fit into this pattern: climate change. But climate change poses the biggest problem for the Pacific. Two thirds of the time in which the USA stopped paying out aid money has now passed.
