Turkey's Recep Tayyip Erdogan has been proclaimed the winner of a presidential election that ushers in a government system granting the president new powers. Mr Erdogan received the 53,6% of the votes. The presidential vote and a parliamentary election completes Turkey's transition from a parliamentary to a presidential system.
