Universities and new migrants are among those being targeted for savings to help the Government improve its budget position. The government says it's on track to achieve its promise of returning the budget to surplus by mid-2021, and expects it to be almost $3 billion larger than earlier projections, in the mid-year economic and fiscal outlook.

Treasurer Scott Morrison says the forecast budget position had improved by almost $9.3 billion, while expected government debt has also dropped - proving the government is living up to its promises. New migrants will now have to wait three years to access welfare payments.

The savings measures include finding $2.1 billion by capping funds for universities. Meanwhile Attorney-General George Brandis will reportedly quit the Senate and become the next UK High Commissioner. The decision for him to replace Alexander Downer is expected to be confirmed in a reshuffle by Malcolm Turnbull sometime this week.
