Trigger point for next steps will be case numbers, not dates, Victorian Premier Andrews says

Mr Andrews said the third and final steps of the roadmap would no longer be defined by dates. The "trigger point" for the public health team to review restrictions would be solely based on meeting case number targets. He says the modelling suggests the next target (14 day average below 5 cases per day) will be met between 12 and 17 October and "stay at home" orders will be able to be lifted in three weeks, but not before the 19th of October.
