The increase of the absentee owner surcharge paid by owners who do not permanently live in the country from 1.5 per cent to 2 per cent of land tax already paid and the abolition of the land tax exemption on vacant blocks next to a home owner’s principal place of residence are some of the changes the Victorian budget brings, to make up for the estimated shortfall in stamp duty revenue over the next 4 years
