In a tweet, Mr Shorten said, "Australians send our support to those affected by the devastating Kerala floods in India. Our thoughts are also with those here in Australia who have friends and family impacted - our condolences to those who have lost lives and livelihoods."
Meanwhile, the Indian community in Australia is raising funds to help the flood victims. Many people have come forward to help the needy. A fundraising campaign is running on social media to raise funds.
More than 350 people have lost their lives in the worst floods the southern state of India has seen in the last 100 years.
Thousands remain trapped. Hundreds of thousands of families are living in relief camps.
"They were the scariest hours of our life," 20-year-old Inderjeet Kumar told the AFP news agency from a church shelter in Thrissur district.

More than half a million people are displaced, according to the chief minister of the Kerala, Mr Pinarayi Vijayan.
He has appealed to the people to donate.
He said in a tweet, "Kerala is facing its worst flood in 100 years. This flood is also one of the worst floods in our country's history. More than half a million people are displaced. Your help can rebuild the lives of these affected."
Melbourne-resident Mr Abin Mathew Varghese, who has started a fundraising campaign, posted an appeal on Facebook saying there is much shortage for clothes, food and medicine.
