नमस्कार! SBS हिंदी पर मैं हूँ स्वाति शर्मा। विपक्ष के नेता Angus Taylor ने अपनी नई immigration policy का ऐलान करते हुए कहा है कि जो प्रवासी उनके कहे अनुसार Australian मूल्य यानी values नहीं दिखाते उन्हें देश से बाहर कर दिया जाएगा।
Our door has been open to people who far from having an allegiance to Australia are actively working against our nation.
Taylor का कहना है कि जो देश पश्चिमी उदार लोकतंत्र यानी western liberal democracies नहीं हैं, वहां से आने वाले लोगों पर कड़ी नजर रखना जरूरी है।
For too long, we've turned a blind eye to the reality of immigration and integration. Those who migrate from liberal democracies have a greater likelihood of subscribing to Australian values compared to those coming from other places ruled by fundamentalists, extremists and dictators. If a visa holder undermines our democratic values, doesn't respect the law, or doesn't demonstrate respect for those core values, they will be booted out of Australia.

When he's referring of, umm you know, Trump-like policy of screening people's very private social media account, again, it's, it's very deeply concerning and it's only, he's only targeting or the coalition is only targeting particular, particular nationalities in particular countries.
Coalition शरण चाहने वालों के लिए temporary protection visa को फिर से लागू करना चाहती है। इस नीति में Department of Home Affairs के भीतर एक enhanced security screening centre बनाने का भी प्रस्ताव है। Taylor ने कहा कि सभी visa आवेदकों के social media accounts की जांच होगी।
Coalition will establish an enhanced security screening centre using the full suite of intelligence screening and enforcement capabilities. The centre will stop radicals, extremists and terrorists from entering our country. As part of the enhanced screening process, all visa applicants will be required to provide social media accounts when applying for a visa.
साथ ही अंग्रेजी भाषा में कुशलता को Australia में रहने की अनिवार्य शर्त बनाने का भी प्रस्ताव है।
इस शर्त के जवाब में Home Affairs Minister Tony Burke ने एक बयान में कहा, "लाखों Australian पूछेंगे liberals को अपने माता-पिता से दिक्कत क्यों है जो अच्छी English नहीं बोलते लेकिन अच्छे Australian हैं।" साथ ही उन्होंने यह भी कहा कि यह नीति लाखों प्रवासियों की कहानियों को नजरअंदाज करती है।
A big part of the Australian story, whether it be people fleeing Eastern Europe, whether it be people fleeing Vietnam, whether it's been people who've come here as international students, has seen our democracy and have said, "I want to be part of that" is a good, strong, positive Australian story.
इन प्रस्तावों को लेकर migration विशेषज्ञों ने भी चिंता व्यक्त की है। पल्लवी अरोड़ा, जो Victoria में registered migration agent हैं, कहती हैं कि इनका असर विभिन्न visa श्रेणियों पर देखने को मिल सकता है।
यह proposed policy काफी broad impact डाल सकती है across multiple visa categories. सबसे पहले जैसे कि English requirement की बात की गई है, जो कि already exist करती है बहुत सारे PR pathway visas में जैसे कि skilled visa हो गया, employer sponsored visa या student visa जहाँ applicants को already required English को demonstrate करना पड़ता है। But अगर इसे और strict या mandatory बनाया जाता है तो parent visa, partner visa के applicants के लिए भी एक major challenge बन सकता है। क्योंकि इन categories में अभी English requirement नहीं है। Angus Taylor की जो statement है उससे यह भी interpret होता है कि जो learning English को as a obligation impose कर सकते हैं, जो PR holders हैं और possibly citizenship में भी यह English test को mandatory बना सकते हैं। But इस पर कोई भी clear legislative basis अभी नहीं है। It is just a proposal. दूसरी जो उन्होंने बात की social media scrutiny के context में, जो कि काफी similar लगती है US model से जहाँ applicants को अपने social media account disclose करने पड़ते हैं। Currently, social media evidence सिर्फ specific visas जैसे partner visa में use होता है as a relationship proof। लेकिन अगर यह proposal implement होता है तो सारे sub classes में broader digital screening हो सकती है। इससे future applicants को अपना online presence carefully manage करना होगा क्योंकि जो भी statements आप online दे रहे हैं या कोई group association है या shared content है, उसका बहुत खास ध्यान रखना पड़ सकता है। But सबसे important बात यह है कि existing law under Migration Act 1958 specially Section 501, यह already cover करता है। यह serious issues जैसे कि criminal conduct या hate speech जिससे Australian community को risk हो सकता है। इसका मतलब अगर कोई person online या public platform पर hate या superiority based content share या promote करता है तो उसको Australian community के लिए already potential risk माना जाता है under the existing law and Australian government यह already power use कर सकती है under Section 501 जिसमें आपका visa refuse या cancel हो सकता है। उसके अलावा जो Australian values हैं उसको visa condition impose करने की बात की गई है। इसका मतलब यह हो सकता है कि assessment सिर्फ criminal conduct तक limited नहीं रहेगी बल्कि broader जैसे कि non-criminal behavior भी consider किया जा सकता है। जैसे आपका behavior, आप क्या बोलते हैं, क्या support करते हैं और आप Australian society की values के साथ align होते हैं कि नहीं, यह भी check हो सकता है even अगर वह crime based हो चाहे न हो। But इसको कैसे assessment करनी है, किस scenarios में आप violate कर रहे हैं Australian values को, इसकी almost clarity अभी तक नहीं है।
Australian Bureau of Statistics के आंकड़ों के अनुसार net overseas migration 2023-24 में 4,29,000 से घटकर 2024-25 में लगभग 3,06,000 हो गई। Labor सरकार भी आने वाले वर्षों में इसे और कम करने का वादा कर रही है। Greens पार्टी के Senator David Shoebridge ने कहा कि यह नीति लोगों को उनके मूल देश और संभवत: उनके धर्म के आधार पर बाहर रखती है और इसे उन्होंने 2026 की White Australia Policy बताया।
The coalition think that reintroducing elements of the White Australia Policy is the way forward for Australia in 2026. Actively excluding people on the basis of their country of origin, potentially on their religion. That is not the way forward for Australia. Australia gains so much from immigration. The breadth of talent, the breadth of experience, the diversity that immigration has brought to Australia makes us a strong and proud nation.
