Labor plans to cut net overseas migration to 225,000 by 2028 as it moves to restrict international students from bringing family members and tighten visitor visa conditions.

- International students and graduate visa holders will generally no longer be able to bring family members to Australia, with some exceptions including PhD students.
- International students will only be able to extend their stay by moving to a higher-level qualification, such as progressing from a bachelor’s degree to a master’s degree.
- Construction workers, healthcare staff and educators will be prioritised, with migration positioned as important to housing construction and essential services.
- People who overstay their visas will be taken into detention, reviving a policy that ended in 2015.
- A ballot will determine access to second and third-year visas for eligible working holiday-makers who complete regional work.
