Desi Hanara, a lawyer currently working for a joint project of the National Democratic Institute (NDI) and the ASEAN Parliamentarians for Human Rights (APHR) on matters related to the strengthening of parliamentarians’ roles in safeguarding religious rights and freedom as well as interfaith harmony in Southeast Asia, discusses steps that need to be taken to combat hate speech (ujaran kebencian.)


Why is it difficult to define and regulate Hate Speech? What legal framework exists to combat the hate-speech trend?  Is Indonesian civil society effectively developing a counter narrative?  Desi Hanara explains the issues.
