Despite a Royal Commission finding it had engaged in "disgraceful" misconduct, Melbourne's Crown Casino has been allowed to retain its gaming licence.

Although the Royal Commission found Crown Casino to be involved in an "embarrassing" violation, Crown Casino Melbourne was allowed to retain its gaming license.

However, Royal Commissioner Ray Finklestein gave the casino giant two years to improve its corporate governance and made a number of recommendations to implement in the next two years.

If no substantial repairs are made by that time, Crown will be de-licensed.

Many were not surprised by the granting of the two-year extension, despite findings that deemed casino behavior "illegal and exploitative".

Crown employs more than 11,000 people and the commissioner finds there is a significant risk of harm to the Victorian community if the license is revoked at this time.
