Does large scale immigration prevent growth in wages?

Phillip Lowe the Governor of the Reserve Bank of Australia believes that migration has been good for the economy but not good for wage growth. The reason is because migration has left businesses without an incentive to train local workers.


However, the Committee for Economic Development of Australia says analysis of migration data proves otherwise.  The committee argues that it is wrong to suggest high immigration leads to lower wages for Australian workers.  What are the contrasting arguments?
