KBR 68H report: Why don't all Indonesians have birth certificate?

A couple could have been married for years and have two grandchildren without even having a civil marriage letter. Hence, their kids and grandchildren couldn't get any birth certificate. KBR 68H team investigates this matter within people in South Central Timor region in East Nusa Tenggara, Indonesia.
