Australia's international borders will reopen in November, allowing Australian citizens and permanent residents to exit and re-enter the country but not for the temporary visa holders.


Temporary visa holders numbering around 1.6 million people in Australia will be barred from re-entering Australia if they leave - unless they are granted an exemption.

Australian citizens and permanent residents will be able to fly in and out of the country under Phase C of the National Plan to reopen Australia.

Fully vaccinated people will be subject to home quarantine for 7 days.

People who are not vaccinated will be required to undergo a managed quarantine for 14 days, with a limit on the number of arrivals in this group.
