Europe struggles to find migration options ahead of summit

The leaders of 16 European Union member states have met in Brussels for an informal emergency summit to try to find solutions to deal with the flow of migrants and refugees within the bloc.


Italy's Prime Minister, Giuseppe Conte, called for shared responsibility and penalties for countries that refuse to accept quotas.
Italy's new government is taking a hard line on migration and says it wants to deport half a million undocumented arrivals.
