Professor Valerio Onida, President Emeritus of the Italian High Court, says that Italian President Sergio Mattarella has acted within his powers in refusing to nominate a minister forcing PM-designate Giuseppe Conte to give up his bid to form a government.

Italian President Sergio Mattarella has rejected the nomination of Paolo Savona as Minister for the Economy. Professor Onida claims the the President's decision was not based on the character or incompetence of Paolo Savona, but on his Eurosceptic policies. A decision that, according to professor Onida, should have been made by the Parliament and not by the President.
