Inquiry getting to the bottom of bungled hotel quarantine program

It has been revealed Victoria's hotel quarantine program was hastily established with little clarity over who was in charge. Government ministers will be among witnesses to front an inquiry into the bungled system that’s believed to be responsible for the state's second wave of coronavirus.
