President Obama is urging world leaders to do more to safeguard vulnerable nuclear facilities to prevent what he calls madmen from groups like self-proclaimed Islamic State from obtaining a nuclear weapon. Mr Obama has been hosting the fourth and final Nuclear Security Summit in Washington under his presidency.Notably absent, however, was Russia.
