What do social media content bans mean for free speech?

Facebook recently announced two major bans, on Holocaust denial content and paid anti-vaccination advertisements. But anti-vaccination posts are still allowed.. so what do the changes mean for news feeds, and where is the line drawn between free speech and hate speech?
